Its a definate requirement under action backed or jute backed carpets as these are thick, strong and quite rigid backings for high quality carpets, and require the softness and the flat base that underlay would provide. Most companies suggest that you don't need underlay under a felt backed carpet either, and sometimes you don't, but in reality if you want your carpet to last a little longer, and to feel better underfoot, we would strongly suggest that you use underlay wherever possible.
